In order to withdraw from any courses, students must log into the Penguin Portal to complete the withdraw process via the registration functions. It is the student’s responsibility to confirm that the withdrawal was processed correctly and that the course(s) are removed.
Nonattendance of a class, or notification of the instructor, department, or academic advisor does not constitute official course withdraw.
If applicable, a refund or reduction of charges may be processed if the withdrawal is completed during the 100% refund period for each semester. Please be advised that the withdraw deadlines vary by semester and part of term. Review the YSU | Academic Calendar for specified withdrawal dates for each semester.

Registration and withdrawal functions are available 24/7 via the Penguin Portal. Please be advised that weekends and holidays are included in deadlines and refund calculations.
If a student withdraws after the 100% refund deadlines, as listed above and on the YSU | Academic Calendar, they are no longer eligible for a refund of tuition and all other applicable fees and charges.
If fees were paid by scholarship, loan, or grant-in-aid, the appropriate credit is issued to the fund from which the initial payment was made.
Study Abroad Refunds
If a student withdraws from a study abroad field course during the 100% refund period, the student will receive a refund/reduction of tuition for the course (if eligible).
However, withdraw from the study abroad field course via the Penguin Portal does not guarantee a refund of any additional program fee or the Study Abroad Fee assessed on student accounts. Students must follow the withdraw procedures with their study abroad faculty supervisor for the refund or reduction of additional charges. If the University has already paid or encumbered funds on the student’s behalf (non-refundable plane tickets, other travel costs, etc.), the student is obligated to pay the amount paid or encumbered by the University.
Return of Title IV Funds
Title IV financial aid funds (including federal student loans, federal grants, etc.) are awarded to the student with the expectation that the student will attend school for the entire award period (semester) and successfully complete courses.
If a student completely withdraws or stops attending courses on or before the 60% point in a semester, the financial aid earned will be recalculated using calendar dates of attendance. After recalculation, a portion of the federal aid awarded (Federal Pell, SEOG, Direct Loans, and PLUS Loans) may need to be returned according to the Higher Education Amendments of 1998.
This recalculation may result in the students’ owing a balance to Youngstown State University and/or the federal Department of Education.
Withdrawal Appeals
Any withdrawal, or reduction in academic hours after the 100% refund periods outlined in the Academic Calendar will not be entitled to a reduction of charges and/or refund. If there are extenuating circumstances beyond the student’s control that prevented withdraw during the outlined period, an Application for Involuntary Withdrawal may be submitted to the Fees and Charges Appeal Board for approval.
All decisions made by the Fees and Charges Appeal Board are final and binding.
